All undesignated contributions to the University, and all contributions designated to any fund over which any University administrator has discretion to spend, which are received from any person, firm or association which is dealing with the University, or has dealt with the University during the prior 12-month period, or thereafter does deal with the University during the current fiscal year of the gift, either directly or indirectly, shall be assigned or transferred to the school or college most related to the type of activity in which the donor is engaged, which funds are to be used solely for educational purposes.
