2.85.11 Distribution and Sales in the Student Center Building

2.85.11.010  
  The Student Center Building serves many roles for the University community. One of these roles is as a site where literature may be distributed and sold, and where other goods may be sold. It is the policy of Wayne State University to protect both this role and the other roles of the Student Center Building.
2.85.11.020  
  In order to effectuate this policy, the President is authorized and directed to promulgate regulations pursuant to which:

a) Specific areas in the building shall be allocated, without cost and on an equal basis, to recognized student organizations, and to University departments, to distribute literature (not for sale) without regard to the content of the literature;

b) Specific areas in the Building shall be allocated, without cost and on an equal basis, to recognized student organizations to sell literature, goods and services, without regard to the content of the literature;

c) Specific areas in the Building shall be allocated, at a fair cost in lieu of rent and on an equal basis, to any individual or organization, to sell literature, goods or services, without regard to the content of literature.
2.85.11.030  
  The regulations shall specify reasonable rules as to time, place, and manner, the purpose of which shall be to prevent (1) undue interference with other uses of the Building, (2) undue traffic congestion, and (3) undue litter.
2.85.11.040  
  The President shall promptly report to the Board all regulations promulgated pursuant to this statute.
2.85.11.050  
  There shall be no distribution of literature or sales within the Student Center Building except in compliance with this statute and with the regulations promulgated pursuant to the statute. Any non-complying sale or distribution shall constitute a trespass.
